About LGITO

The Local Government Industry Training Organisation (LGITO) is a self-funded Business Unit of Local Government New Zealand, with its own Board which is accountable to Local Government New Zealand. The purpose of LGITO is to facilitate training for Local Government staff to enable them to achieve qualifications specific to the Local Government industry.

The LGITO has accumulated experience in the design and assisted delivery of industry based, targeted local government training. We are at the forefront of qualifications development, and support in the field of integrated learning in on-job, non-classroom learning environments.

LGITO adopts a partnership approach in working with a wide range of organisations, in the development of programmes. This takes the form of consultation with expert groups, current local government employees and managers. The result is the development of relevant, outcome-focussed programmes, which are approved by the NZQA and help the learner in gaining a valuable qualification.

Our partners include other Industry Training Organisations, education providers, education consultants and local government employees. Alliances, partnerships and commercial arrangements are entered into to meet specific academic or business requirements, and to enhance learning opportunities within the wider Local Government sector.

Working collaboratively with both employers and learners provides an effective mechanism to support work-place learning. Our job is to work with you to identify skill gaps and needs within your council or local authority. Our approach is to develop learning pathways which address both your workforce needs and enable you to achieve a competitive edge and improve your productivity.

We believe that an investment in training is an investment in your people and the fulcrum for the development of a sustainable community. Our response to work place learning is learner-focussed and industry based; allowing for the highest degree of flexibility to ensure that work-study balance is maintained throughout the learning process.

Recent Developments
 

Industry Training Leadership

More recently a new role, referred to as “Industry Leadership” and involving leadership relating to skill and training needs, has been added to LGITO's statuary responsibilities. This role includes identifying current and future skills needs, developing strategic training plans to assist industry to meet those needs and promotion of training that will meet those needs.

Project Rapid

LGITO has also entered into a partnership with the Ministry of Civil Defence Emergency Management for Project RAPID. The project involves 15 of the most popular existing CDEM unit standards and the development of new unit standards to be combined, building on the current LGITO CDEM national qualifications and emergency management certificates structure. LGITO is involved in development of a common training materials resource, for use by Civil Defence Officers. Project RAPID will take CDEM training to a new level by encouraging increased training activity over a wider range of CDEM areas and lead to greater consistency in CDEM training.

These initiatives will ensure that LGITO continues to set standards for and facilitate achievement of local government-specific training and qualifications, to meet the needs of local government staff and employers into the future.

Collaboration with SOLGM

One of the areas the LGITO is involved in at present is qualifications for local authority building officials. A consultant working under a steering group consisting of SOLGM, LGNZ and BOINZ representatives has completed a number of new unit standards to form the basis of a National Diploma for Building Control Surveyors related to inspection of small buildings. LGITO has now successfully registered those unit standards on the NZ Qualifications Authority Framework. The National Diploma itself will also be formally registered on the NZQA Framework following clarification of transition arrangements that will identify how previous and current building officials training courses can cross- credit towards the new diploma.

LGITO is currently arranging the commencement of a second project related to building officials to develop a National Diploma related to the inspection of medium to large buildings. Some of the unit standards in the small buildings qualification will also appear in the medium to large building qualification thereby creating a path to achieving both qualifications. Both qualifications will comprise elements of existing training courses for people in the building design and construction industry as much as possible so that building inspection for local authorities becomes one of the career options for people studying in the building design and construction fields. SOLGM, LGNA and BOINZ will again be involved in steering group overseeing the development of this qualification along with representatives from The Local Authority Building Managers Group, The Dept. of Building and Housing, The Institute of Building Surveys and a provider representative. The steering group will be chaired Craig Stevenson, a member of the LGITO Board.
