Welcome to the LGITO web site

From 1 April 2011, the Local Government Industry Training Organisation (LGITO) ceased operating and Learning State, the industry training organisation for the public sector, began providing industry training services to local government.

If you’re a local government manager or employee wanting to participate in a workplace learning programme, or you’d like information about the qualifications available to local government employees, you can still find the information you need on this website.

However, if you’d like to talk to someone or have specific questions, please contact Learning State directly on 04 495 1410.

Diane Snape, Council Secretary at Environment Waikato says…"I was initially encouraged to embark on the qualification because of the ability to apply for Recognition of Prior Learning. Four units were credited to me on this basis and thus encouraged I set about gaining my remaining chosen units, with a mix of e-learning and written assignments. I began the process in June 2007 and completed the qualification in May 2008. After many years in the workforce I am pleased to have a recognized qualification that validates my skills. My CEO congratulated me personally and presented the framed certificate to me. At a civic ceremony in August 2008, I was also presented with a Mayoral Award for achievement. The recognition has resulted in my undertaking increasing responsibility in my role and given me greater confidence to volunteer comments and/ or advice on relevant procedures to both staff and elected members. I believe there is scope to see the qualification also offered at level 4/5, and eventually leading to a National Diploma”.

How qualifications are gained

Learning State establishes industry standards and facilitates a system where local government staff can train towards specific industry qualifications through a mixture of:

  • On-job training
  • Off-job training with polytechnics or private training providers
  • Recognition of prior learning
